Officers are now appealing for the public to help them identify the man, who was riding a grey Raleigh road bike and wearing grey shorts, white Nike trainers and a red long-sleeved Paratech top.
The 43-year-old driver of the minibus has been arrested on suspicion of death by dangerous driving and is in custody, a Gwent Police spokesman said.
The man was riding his bike on the A472 in Newbridge, in the same direction as the minibus, when the crash happened at 8.05pm on Sunday.
He was taken to the University of Wales Hospital in Cardiff, where he later died.
The police spokesman said: “Despite extensive enquiries to identify the man, officers have been unable to and are asking for anyone who recognises the description of the bike and the clothing the man was wearing to come forward.
“At the time of the incident the man was riding a grey-coloured Raleigh Pioneer Venture drop handled road bike.
“It has mudguards and fulcrum racing wheels and pannier brackets front and rear.
“The man was wearing grey shorts, white Nike trainers and a red long-sleeved Paratech top.”
